Technical Assistance

The Institute is conducting a wide range of technical assistance activities on behalf of the Public Administration, particularly for the Directorate-General of Fisheries and Aquaculture of the Italian Ministry of the Agricultural and Forestry Policies. The activity commenced in 1994 within the context of 1994/1999 Structural Programme and was extended with the awarding of the pertinent tender for the period 2000/2006. The support provided by Irepa aims to meet the following requirements, contained in the call for tender:
- Supporting the definition of national and community planning activities;
- Implementation of procedures required for the efficient management of the internal and external information flow, with particular attention to the financial statement;
- Supporting the implementation of databases required for efficient planning in the sector;
- Supporting the reporting activities provided for by National Procedures and the EU; and
- Supporting legal, normative and procedural activities, with particular interest in the management of disputes.

Irepa’s technical assistance ensures the monitoring and the co-ordination of the IFOP programme, which concerns the management of structural funds in line with the National programmes.
In this context IREPA has developed a working methodology able to integrate the results of the activities performed by other internal operational segments. In doing so the Institute has been optimising the information flow with a view to supporting the planning activity of the Directorate-General of Fisheries and Aquaculture.
Irepa pays particular attention to the decentralization of functions, established by Decrees (D.L.) No. 143/97 and No. 300/99, which produced rapid changes in the modalities of public intervention at both national and local levels. Indeed public entities have undertaken a difficult process in order to re-organise their strategies of local policy and to outline the organisational options required to meet the development needs of local fisheries operators.
For this reason, local entities increasingly demand appropriate informative tools for the implementation of eligible plans of industry development
The operational effectiveness of Irepa’s assistance is also supported by similar experiences of support for the planning activities of Community Funds conducted by local entities. Further details on this activity can be obtained by reference to the “Regional Observatory for Campania Fishery” issued every year with the contribution of the Local Entities partner of the Institute (CCIAA of Salerno, CCIAA of Naples, Regional Unioncamere, Province of Salerno, Municipality of Salerno). This activity has been integrated by designing specific projects, such as the project managed by Irepa on behalf of the Autonomous Sardinia Region and the services and technical assistance activated for the Councillor’s office for the Co-operation, Handicraft, Trade and Fishery of Sicily Region.
